The Carnegie Resource Center is a gateway to a multitude of resources and training opportunities related to employment services, housing navigation, substance use disorder treatment, legal services, government Lifeline and ACP program enrollment, health insurance navigation and public benefit enrollments. All services at the center are coordinated by Pioneer Human Services and walk-ins are welcome!
The program offers a one-stop location where local residents can engage with several service providers. Who is eligible
Incarcerated individuals in the Spokane County Jail and at Geiger Corrections Center.
The Innovative Project at Geiger Correction Center and Spokane County Jail provide services for incarcerated individuals who intend to engage in substance use disorder services to include screening, assessment and referrals to community-based intensive inpatient services.
The Geiger Intensive Outpatient Program (IOP) is available to post-conviction individuals (have been sentenced) currently incarcerated at Geiger Correction Center with approximately three - four month sentences in addition to pre-trial individuals who are interested in engaging in treatment prior to being adjudicated.

Evidence-based curriculum is utilized in the IOP program to include:
- Thinking For A Change is a principle that thinking controls how people act, and that to change the way people act, they have to take control of their thinking.(We do not use Thinking for a Change)

Acute Detox
Pioneer is offering acute detox treatment for individuals who experience severe withdrawal symptoms. This program provides wraparound services with a medical doctor available as part of the treatment team.
In addition, the center provides a medication regiment to help individuals with a safe and comfortable withdrawal to keep them engaged in their recovery progress.
Stabilization Services
Pioneer is offering stabilization services via a trained mental health counselor that will work with individuals to help assess next steps for mental health treatment, referrals to inpatient treatment and access to peer services.
Eligibility
Ituha Stabilization Facility serves individuals in mental health crisis and those who are intoxicated, or in withdrawal from alcohol, or other chemical substances.
Individuals can self-refer themselves to the center or law enforcement, hospital emergency departments, mental health agencies, and family or friends can refer the client to the clinic.
The Ituha Stabilization Facility in Island County offers a monitored and safe setting for individuals withdrawing from alcohol and drugs, and counseling for individuals experiencing a mental health crisis. All services are provided in a 10-bed facility where intensive medical monitoring is required along with stabilization services. The goal of these services is to assess a client’s mental health and substance use disorder related needs, and assist them in accessing the services they need to recover.

Clients are admitted voluntarily and the center serves as the first step toward accessing substance use disorder treatment or mental health stabilization services. The center provides 24/7 hour supervision, monitoring, and observation by a trained staff member. All clients are offered a clean and safe environment where they can recover from the transitory effects of intoxication, withdrawal or stabilization services from recent mental health crisis. The center’s staff work with clients in an attempt to motivate them to seek further treatment and to provide them with resources in the community and support through each step of the process.

Who is eligible
All program participants are currently incarcerated in the Norm Maleng Regional Justice Center. Referrals are based on screening initially conducted upon entry to the facility and designating individuals with medium to high multi-dimensional Risk-Need factors. In response to these risk factors, further screening and assessment may be conducted to determine Risk-Need-Responsivity.
The King County Corrections-Based Substance Use Disorder Treatment Program at the Norm Maleng Regional Justice Center provides in-jail treatment to individuals incarcerated due to a substance use disorder (SUD). The program is comprised of a complex array of services that include established evidence-based curriculum and therapeutic community approach. Curriculum includes Living-in-Balance and Moral Reconation Therapy being facilitated within one of the medium security programming housing units. Participants are treated with dignity, respect, and consideration of the whole person in a trauma informed approach.
Counseling modes used incorporate individual client assessments of needs and progress, combined with the planning and delivery of interventions targeted to client readiness, engagement, life-skills building, and stages of recovery. In addition, Pioneer partners with the Asian Counseling and Referral Services in the delivery of Intensive-Outpatient treatment of SUD’s as well as the delivery of domestic violence services at the Community Center for Alternative Programs.

Evidence-based curriculum is utilized in the outpatient program to include:
- Living-in-Balance is a comprehensive SUD treatment program that emphasizes relapse prevention delivering psycho-educational and experiential training designed to enhance program participant level of functioning in key life areas that are often neglected with prolonged substance use.
- Moral Reconation Therapy is a cognitive behavioral approach with a systematic treatment strategy that seeks to decrease recidivism in individuals who were formerly, or are currently, incarcerated by increasing moral reasoning. The therapy progressively addresses ego, social, moral, and positive behavioral growth.
How to apply
Most of the people we serve at the King County Diversion Center are self-referred. There is no application process. Other clients are brought to us from:
- 911 Dispatched vans (emergency service patrol)

- Fire departments
- Family/friend

The King County Diversion Center provides a safe setting for people who are chronically homeless and inebriated to get sober and sleep so they do not end up in local hospitals and jails. The center's hours are 5 PM - 7 AM seven days a week.

Who is Eligible
The North Sound Behavioral Health Treatment Center's co-occurring specialty program is designed to serve individuals who have been diagnosed by an agency as having both a substance use and mental health disorder. A phone screening will be conducted to assess eligibility of the program.
We contract directly with Medicaid insurance programs including:
- Molina
- Coordinated Care
- Community Health Plans of Washington
- WellPoint.

The North Sound Behavioral Health Treatment Center (NSBHTC) in Everett is a 32-bed facility that provides specialized residential treatment for men and women with substance use and mental health disorders. The program is a clinically managed residential co-occurring enhanced treatment program in Washington state, with prescribed length of stay based on medical necessity.
The program admits adults diagnosed with a co-occurring substance use and mental health disorders from across the state of Washington.
Co-occurring Services
A comprehensive range of services geared to treat dually diagnosed individuals over a longer treatment period of time is provided to meet the needs of this population. Our goal is to educate and help clients change negative behaviors in order to help clients live successfully within communities and lower client need for recidivism. An interdisciplinary team of licensed medical personnel, mental health and substance use disorder professionals, case manager and other skilled individuals coordinate service delivery.

Who is eligible
To be eligible for the Spokane Counseling program, individuals need to have a felony charge linked to a substance use disorder. All patients are referred by their public defenders and cannot have violent or sexual offenses.

Pioneer Counseling - Emerson Clinic currently provides intensive outpatient services to individuals who are in the pre-conviction Spokane County Therapeutic Drug Court program, eligible under the Criminal Justice Treatment Account, Revised Code of Washington (CJTA RCW), or on federal probation. Patients who attend the program have a felony linked to substance use and many also have mental health conditions.
In the pre-conviction Spokane County Therapeutic Drug Court program, counseling staff work with over 100 patients during the one-year long program. All patients are eligible to receive support services including housing, transportation funds, childcare and peer mentoring. Upon successful completion of the counseling program, their felony charges that are a result of their substance use disorder are dismissed.
Pioneer provides assessments, intensive outpatient treatment to approximately 65 patients who are also on federal probation. In addition, we provide urine screening for over 100 patients who are on federal probation. The curriculum for U.S. Probation clients is Seeking Safety and Thinking for Change.

PCE accepts voluntary, as well as legally-motivated individuals to the program, often because they have been unsuccessful in other treatment programs. A large percentage of the residents have a co-occurring condition as well as difficulty following rules, and they struggle to stay motivated for change.
How to apply
The application process is simple:
- All applicants must have a current substance use disorder assessment and meet criteria for residential treatment.
- All applicants must complete the

Pioneer Center East (PCE) is a 53-bed facility in Eastern Washington that provides semi-secure, intensive inpatient treatment for men who battle chronic substance use disorders. Located in Spokane County, PCE provides variable-intensity residential treatment for high-need individuals.
Services include:
- Basic living skills, nutrition, health, recreation and recovery lifestyle classes
- Relapse behavior and prevention groups
- Anger management classes and process groups
- Coping skills, self-esteem and trauma survivor groups
- Motivational programming and an MRT track for the recidivist population
- Medication assisted treatment and psychiatric medication management
- Discharge preparation group and comprehensive community-transition planning

Referrals from law enforcement and other agencies are also accepted. Assessments for substance use disorders and mental health issues are held Monday through Friday from 9 AM - 5:30 PM. Medicaid is accepted for all services.

Pioneer Counseling-Emerson Clinic is open to serve all adults seeking recovery support. Walk-ins are always welcome!
The clinic provides intensive outpatient services to individuals struggling with substance use disorders and counseling for clients with mental health issues. The program also has a co-occurring program for individuals with concurrent mental health and substance use disorders. In addition, the clinic has a peer specialist to help clients with their needs in the community.

Drug Court

Mental Health Court
Through the Spokane County Therapeutic Felony Mental Health Court, we provide intensive outpatient substance abuse and mental health services to individuals in the pre-conviction Felony Mental Court program. Patients attending program have a felony linked to unmanaged mental health issues and potentially substance use issues as well.
U.S.Probation
Emerson Clinic provides assessments and intensive outpatient treatment to approximately 65 patients who are also on federal probation. In addition, we provide urine screening to over 100 patients who are on federal probation. The curriculum for U.S. Probation clients is Seeking Safety and Thinking for Change.

- Those falling through gaps in existing services.

The Pioneer Navigators (Recovery Navigator Program) provide outreach and engagement services for those who come into contact with law enforcement and other first responders. Our Navigators are alerted and come out to visit the individual in need to offer referral sources and support with entry into treatment services to help the person avoid further interaction with the criminal justice system. The primary function of the Navigators is connection and stabilization.
Services include:
- Access to substance use disorder (SUD) assessments
- Referral to SUD treatment programs including in-patient and outpatient
- Coordination and referral to wrap around services from the community
- Long-term case management and support follow-up
- Uber rides to court program (transportation for court related appointments)
- Recovery peer support

Services Include
- Sub-Acute Detoxification Services – ensures safe withdrawal from alcohol and drugs, provides substance use disorder assessment referrals, and assists clients to ensure after care is arranged. The dedicated staff of Skagit Community Detox also help to coordinate treatment and the center offers a seven-day Suboxone Tapering program for opioid addiction.
The Skagit Community Detox center is a 16-bed sub-acute detox program. The center serves North Sound region residents for detox and provides services for residents who are experiencing a crisis related to their substance use disorders. Most of the services are available 24 hours a day, seven days a week.
This program receives funding from Skagit County Public Health; funding sources come from the North Sound BHO and Skagit County.
Who is eligible
We serve North Sound region adults in crisis including:
- Individuals who are intoxicated or in withdrawal from alcohol or other chemical substances, but are medically stable
How to apply
Individuals can self-refer themselves to the center. SCD also accepts referrals from law enforcement, hospital emergency departments, mental health agencies, and family or friends of the client. SCD accepts applications over the phone, in-person, or with a provider. Please call 360-757-7738 for more information or walk-in to check the center’s bed availability.
Who is eligible
Homeless individuals are admitted that are experiencing substance use disorders and behavioral health issues. The individuals must be amenable to treatment and identified by law enforcement or embedded social workers.
The Snohomish County Diversion Center is a 44-bed facility offering short-term placement and shelter to homeless adults with a substance use disorder and other behavioral health issues, diverting them away from incarceration and toward treatment.
Treatment
During their stay, residents are assigned a case manager who will help enroll them in an assortment of treatment options, including medication assisted treatment, inpatient/residential treatment, and other social services to address their individual needs. The process is resident-driven based on their needs and specific circumstances.
Services
The center is staffed 24 hours a day by Emergency Medical Technicians (EMTs) and resident monitors. Staff on site provide medical and behavioral health screenings at intake and medical monitoring throughout a client's stay. Residents will also undergo a thorough needs assessment and assertive engagement into available services, medication assisted treatment options, and individualized support and recovery plan development.
Program Support
This program is a voluntary alternative for individuals to break the cycle of the revolving door of the criminal justice system. Participants in the program are eligible to have their charges dropped if the program is completed.
All services at the center are coordinated by Pioneer Human Services and partner with a variety of community-based agencies to ensure each person’s full range of individual needs is addressed.

The Spokane Regional Stabilization Center is Spokane’s pre-booking jail diversion option for eligible individuals to offer a full range of medical, mental health and substance use treatment services all at a single location. Watch a news video on the program HERE.
Diversion Program
The center is a safe transitional treatment alternative for individuals experiencing a mental health or substance use crisis who interact with law enforcement. When a person comes into the center, they receive the following:

We work with each client and can help place them into inpatient treatment or refer to outpatient, depending on outcome of assessment.
Whatcom Community Detox provides a monitored setting for the safe withdrawal from alcohol and other drugs. The detoxification is provided in a 16-bed acute (medical) unit where intensive medical monitoring is required. In addition to stabilization and safety, the goal of these services is to assess people’s mental health and substance use disorder-related needs, and help them access the services they need to recover.
Who is eligible
Whatcom Community Detox serves individuals who are intoxicated or in withdrawal from alcohol, or other chemical substances, but are medically stable.
How to apply
Individuals can self-refer themselves to the center. Whatcom also accepts referrals from law enforcement, hospital emergency departments, mental health agencies, and family or friends of the client.
