Pioneer provides an array of treatment, housing, residential reentry and job-readiness training programs to serve justice-involved individuals in Spokane. Partnering with other local service providers, we work with individuals to navigate the barriers that block them from a successful reintegration - creating healthier individuals, stronger families and safer communities.

Studio and single-room occupancy apartments occupy the facility with permanent supportive housing services offered onsite. Pathway's promotes an environment conducive to recovery and provides low-barrier housing for individuals with criminal histories.

  • Nonrefundable deposit $100 (for cleaning and administration)
  • Pet deposit $50 non-refundable and $100 refundable per animal; exotic pets and dogs exceeding 50lbs prohibited

Who is eligible

For an applicant to qualify for the Phoenix Transitional Housing Program, the following is required:

  • Supportive of recovery based housing
  • Income to cover monthly service fee
  • Pass background screening (examples that may lead to denial include open warrants, sexual offenses, arson history, violence against children or vulnerable adults)
  • Eligible Medicaid or Non-Medicaid with income not exceeding 220% of federal poverty level
  • Actively engaged in behavioral health treatment with housing supports
  • Referrals must come from behavioral health provider; providers should review the Phoenix Transitional Housing Program suitability criteria.
How to apply

The behavioral health provider needs to complete the Phoenix House Referral Form crisis plan, treatment plan and any reasonable accommodation documents, and send them to our confidential fax at (509) 232-7085.

About 

The Phoenix transitional housing program provides transitional housing (up to six months) for individuals with behavioral health conditions while they work on obtaining permanent housing. Participants at Phoenix Transitional Housing Program enter into a service agreement, not a lease. Spokane County owns the building and sponsors the program, and Pioneer Human Services operates the program.  

The Phoenix is a weapons and drug-free facility, and marijuana is not allowed.

  • Individuals must be actively looking for permanent housing
  • Maximum stay is six months but we ask that residents work with their case manager to find housing as soon as s/he is able
  • Weekly check-ins and room inspections
  • Residents may earn a positive rental reference by timely service fee payments, neighborly conduct and following Phoenix transitional housing program community rules

About

The Innovative Project at Geiger Correction Center provides services for incarcerated individuals who intend to engage in substance use disorder services to include screening, assessment and referrals to community-based intensive inpatient services and to Geiger Corrections Services.

The Geiger Intensive Outpatient (IOP) program is available to post-conviction individuals (have been sentenced) currently incarcerated at Geiger Correction Center with approximately 3-4 month sentences in addition to pre-trial individuals who are interested in engaging in treatment prior to being adjudicated.

Services

Evidence-based curriculum is utilized in the IOP program to include:

  • Thinking For A Change  is a principle that thinking controls how people act, and that to change the way people act, they have to take control of their thinking.(We do not use Thinking for a Change)
  • The Matrix Model  provides a framework for engaging stimulant (e.g., methamphetamine and cocaine) abusers in treatment and helping them achieve abstinence.

  • Seeking Safety  is a present-focused coping skills model for clients with a history of trauma and/or substance abuse.

JOB-READINESS TRAINING - Roadmap to Success

Who is eligible

All applicants for Pioneer’s Roadmap to Success training program must be referred by a community corrections officer or case manager, or individuals can self-refer. Please complete and submit the online application. All Pioneer contact information is on the form.

Priority is given to people currently in a work release program, or in a Pioneer treatment or housing program. To be eligible for the training program, applicants must:

  • Have a criminal background, and/or history with a substance use disorder
  • Be interested in finding employment and physically able to work
  • Pass a urinalysis (UA)
  • Be willing and able to comply with classroom policy and procedures
About

Pioneer’s job-readiness training program, Roadmap to Success, is a three-week course that students attend five days a week. Individuals with criminal histories who are trying to successfully transition back into their communities in Washington state can be referred by their case manager, therapist, corrections officer or self-refer for the application process.

Once accepted into the Roadmap to Success training program, individuals learn the needed skills to find and retain employment. The course focuses on overcoming barriers to employment through cognitive thinking transformation, soft-skills development, professional communication, conflict resolution, time management, job search techniques, targeted resume building, interviewing techniques, handling different management styles and computer skills.

After graduation, students work with employment specialists to find full-time employment with one of the many employers, or they are referred to vocational or pre-apprenticeship/apprenticeship programs offered through partner agencies.

Who is eligible

To be eligible for the Spokane Counseling program, individuals need to have a felony charge linked to a substance use disorder. All patients are referred by their public defenders and cannot have violent or sexual offenses. 

About

Pioneer Counseling - Emerson Clinic currently provides intensive outpatient services to individuals who are in the pre-conviction Spokane County Therapeutic Drug Court program, eligible under the Criminal Justice Treatment Account, Revised Code of Washington (CJTA RCW), or on federal probation. Patients who attend the program have a felony linked to substance use and many also have mental health conditions.

In the pre-conviction Spokane County Therapeutic Drug Court program, counseling staff work with over 100 patients during the one-year long program. All patients are eligible to receive support services including housing, transportation funds, childcare and peer mentoring. Upon successful completion of the counseling program, their felony charges that are a result of their substance use disorder are dismissed.

Pioneer provides assessments, intensive outpatient treatment to approximately 65 patients who are also on federal probation. In addition, we provide urine screening for over 100 patients who are on federal probation. The curriculum for U.S. Probation clients is Seeking Safety and Thinking for Change.

The 35-bed facility houses males only, but supervises both males and females while on home confinement. PCE accepts individuals who are 18 years and older who meet the criteria for intensive inpatient services or long-term residential treatment.

We accept the following payment methods to include: Medicaid, Washington state Apple Health, Fee for Service (Native American population) and private pay. We currently do not accept private insurance.

PCE accepts voluntary, as well as legally-motivated individuals to the program, often because they have been unsuccessful in other treatment programs. A large percentage of the residents have a co-occurring condition as well as difficulty following rules, and they struggle to stay motivated for change.

How to apply

The application process is simple:

  • All applicants must have a current substance use disorder assessment and meet criteria for residential treatment.
  • All applicants must complete the PDF icon admission screening form and fax it to 509-326-3370 or email it to [email protected].    
  • MCO referrals: Referring parties must obtain pre-authorizations. Pioneer is contracted with all five managed care organizations (MCOs).
  • Criminal justice, Native American and drug court referrals may refer directly.

Pioneer Center East (PCE) is a 53-bed facility in Eastern Washington that provides semi-secure, intensive inpatient treatment for people who battle chronic substance use disorders. Located in Spokane County, PCE provides variable-intensity residential treatment for high-need individuals.

Services include:
  • Basic living skills, nutrition, health, recreation and recovery lifestyle classes
  • Relapse behavior and prevention groups
  • Anger management classes and process groups
  • Coping skills, self-esteem and trauma survivor groups
  • Motivational programming and an MRT track for the recidivist population
  • Medication assisted treatment and psychiatric medication management
  • Meditation, pain management and relaxation exercises
  • Discharge preparation group and comprehensive community-transition planning
